Original bullet for 38 Colt. 

When Colt changed brass length and created the 38 Long Colt they didn't change the gun. They were merely interested in getting away from the heeled bullet and use an "inside lubricated bullet". The new bullet was hollow based to expand and engage the rifling. It shot poorly. This will shoot as intended.
